GIZ s TGP-EEDP project result: Enhancing the Capacity of ESCO การเสร มสร างศ กยภาพการดาเน นงานของ ESCO Mr. Monthon Kumpaengseth Closing Seminar of TGP-EEDP Eastin Grand Hotel Sathorn, Bangkok, Thailand 22 June 2016 Page 1
Objective To summarize the overall activities on Energy Service Company (ESCO) that TGP-EEDP have been supporting in the past 4 years. Page 2
Who is ESCO? ESCO provides a turn-key solutions including energy audit, engineering design, implementation, measurement and verification (M&V) and savings guarantee for EE/RE projects. Page 3
Customer ESCO Energy Saving Project CURENT Walk-through Audit Proposal IGA EPC Investment decision Energy Audit and Economic Assessment Procurement Process EPC Implementation and M&V ESCO Customer Facilitator ESCO ESCO Page 4
Components in EE/RE Projects 1 General conditions Energy prices Legal framework and regulation Business environment 2 Energy service Providers Consulting firms Equipment suppliers ESCOs (energy performance contract) 3 Financing Available EE financing Support schemes Transaction costs 4 Energy users Industry Building Residence Transport Page 5
Options for Implementing EE Projects Own staff and suppliers Consultant and suppliers Interested in EE Own staff and ESCO Energy Users: Industries and Buildings Facilitator and ESCO Energy supply contracting (CWS, steam, etc.) Not Interested in EE Need motivation and support Page 6
Key Outputs 1. ESCO intensive training program; 2. Pilot projects on ESCO Facilitation; 3. Report on ESCO Facilitation Roadmap in Thailand ; 4. Concept note on EE-NAMA 5. Video on ESCO and ESCO-FA Approach Page 7
Key Outputs 1) ESCO intensive training program Energy Performance Contract (EPC); Risk management; Measurement and verification; Investment grade calculation Page 8
Lessons learnt Key Outputs ESCOs prefer to offer services on utilities equipment (e.g. chiller, air compressor, etc.), not on process equipment (same as in other countries); ESCOs also prefer guaranteed savings (investment by project owner) over shared savings contracts (investment by ESCO); Page 9
Lessons learnt Key Outputs However, for PEA and the Nursing College projects, which are government buildings, the contract has to be the shared savings; The project owners gain more understandings and knowledges during facilitation process and be able to communicate better with ESCOs, Page 10
Key Outputs 3) Report on ESCO Facilitation Roadmap Objectives To assess and review ESCO facilitation approach establishment from international and Thailand experiences. To analyze and identify the possible and suitable options of further development of ESCO facilitation approach in Thailand. To develop the roadmap framed as a guideline for policy makers and relevant government agencies/stakeholders. Page 11

Key Outputs 4) Concept note on EE-NAMA Scaling up private sector investment in Energy Efficiency in Thailand Page 13
Two main components of EE-NAMA Two complementary elements Technical Support To build capacity, project pipeline and trust between the key actors Financial Support To improve access to capital for EE investment & to finance initial project identification together addressing the key market challenges Page 14
1. Technical component EE-NAMA Barrier Lack of trust between client and ESCO, lack of Energy Performance Contract skills, lack of demand creating low number of projects Solution Introduction of EE experts as intermediaries to build trust in ESCO market, offer technical assistance & capacity building, develop project pipeline Opportunity Improving trust among actors in ESCO market (Bank ESCO Client) Increased skills in Energy Performance Contracting & ESCO business models Increased ESCO project pipeline Introduction of a Facilitation Approach where EE experts act as intermediaries to build trust between ESCOs, endcustomers and banks Technical assistance & capacity building to provide support on key aspects of Energy Performance Contracting Building a project pipeline: through energy resource management training of energy managers in industries and buildings Page 15
2. Financial component: overview Barrier Difficult access to loans for EE projects for SMEs and ESCOs (low collateral) Solution Collaboration with TCG to establish new guarantee product Opportunity Mitigate the perceived risk to banks of lending to EE projects Better access to loans for EE projects Provide motivation for Shared Savings model in public sector Strengthening financial tools and funds by DEDE Creating more pipeline of good-quality EE projects Complementary Capacity Building Loan portfolio guarantee to improve access to capital for EPC projects; in collaboration with Thai Credit Guarantee Corporation (TCG) Grant Scheme to enable ESCOs to carry out feasibility studies and identify projects Training for banks: to improve their understanding of EE investments and EPCs Page 16
Loan Portfolio Guarantee Scheme Current TCG structure Bank loan portfolio Equity Bank coverage Guarantee Coverage 18% 100% of first 18% of portfolio Govt. subsidy 5.75% Guarantee fee 12.25% 1.75% * 7 years = 12.25% Donor funds 6% Govt. subsidy 5.75% Guarantee fee 12.25% Proposal Increase the coverage ratio Increase the coverage ratio from 18% to 24% Reduce perceived risk from 30% to 24% by Facilitation Approach and ESCO training Page 17
